Ho Chi Minh City, 02 July 2026 – PTSC Mechanical & Construction (PTSC M&C), together with Fengmiao Wind Power Co., Ltd. (CIP) and Semco Maritime A/S, successfully held a celebration ceremony marking the construction completion and loadout of major offshore substation structures for the Fengmiao Offshore Wind Farm Project.

The ceremony was held at PV Shipyard, at the launching quay area, with the participation of representatives from the Client, consortium partner, contractors, subcontractors and the project team. The event marked an important milestone in the delivery of Fengmiao project, an offshore wind project located in Taiwan.
Fengmiao project is CIP’s first offshore wind project in Taiwan featuring an offshore substation. It is also another offshore substation project delivered through the continued cooperation between Semco Maritime and PTSC M&C, following Hai Long and Baltica 2. This milestone further reinforces the role of PTSC M&C in the regional offshore wind supply chain, particularly in the execution of complex offshore substation structures.

Under its EPC scope, PTSC M&C is responsible for the delivery of one offshore substation of approximately 3,400 metric tonnes, together with the jacket and piles package of approximately 8,000 metric tonnes. These structures require a high level of engineering coordination, fabrication control, HSE management, quality assurance and loadout readiness.
As of the loadout milestone, the offshore substation scope had achieved more than 98% overall EPC progress. The offshore substation construction was completed on 18 June 2026, while the loadout was completed on 30 June 2026, in line with the original project schedule.

The Project has also recorded more than 2.5 million LTI-free man-hours, with 55 critical lifts and a peak workforce of approximately 850 people. These results reflect the scale of the work and, more importantly, the level of discipline, coordination and safety culture required to execute the Project safely and reliably.
Throughout the execution phase, the project team managed multiple technical and operational challenges, including complex interfaces, large and heavy structures, strict fabrication and quality requirements, and challenging loadout activities. The jacket and piles package, with a total weight of 8,000 metric tonnes, was required to be completed within an 11-month execution schedule. The jacket fabrication was also accelerated by one month from the original plan to meet the Client’s requirements.
The achievement is the result of close collaboration among CIP, Semco Maritime, PTSC M&C, subcontractors and all supporting teams. It demonstrates the ability of the project organization to translate demanding project requirements into safe, measurable and timely delivery.
Sharing at the ceremony, Ms. Charlotta Noren, EPC Director of the Fengmiao Offshore Wind Farm, stated:
“Today is a proud moment - standing here in Vietnam and seeing this topside ready for loadout. It’s one of those moments where you can truly see years of work come to life. This topside represents not just engineering and fabrication - but strong collaboration across teams, companies, and countries. While today is a major milestone, the next chapter is just about to begin. As we move into transportation, installation, and commissioning, the same teamwork, focus, and commitment to safety will be just as important.”

Speaking at the ceremony, Mr. Dang Minh Hai, Project Manager, emphasized the importance of this milestone:
“For PTSC M&C, this milestone is about much more than a structure leaving our yard. It represents a commitment fulfilled. When we started this project in October 2023, we made three promises to our Employer: to deliver the highest quality, to deliver on schedule, and above all, to deliver safely. Today, I am proud to say that we have honored every one of those commitments.”

For PTSC M&C, Fengmiao project represents another important step in strengthening its offshore wind execution capability. Building on its experience in offshore oil and gas EPC/EPCIC projects and its expanding track record in offshore wind, PTSC M&C continues to enhance its capability in delivering large-scale offshore structures in accordance with international standards for safety, quality, schedule and project control.
Following this milestone, the Fengmiao Project will proceed to the next phases in preparation for offshore substation installation in accordance with the overall project schedule. PTSC M&C, together with Semco Maritime and all project stakeholders, will continue to maintain strong focus on safety, quality and delivery performance through the remaining stages of the Project.
