PTSC M&C CELEBRATES COMPLETION AND LOADOUT OF PILES & JACKETS FOR THE FENGMIAO PROJECT

May 11, 2026

The ceremony gathered representatives from the Employer, consortium partners, contractors, subcontractors, and more than 400 engineers, supervisors, and workers, reflecting the strong collaboration and coordinated efforts behind this achievement.

Overview of the celebration ceremony for the completion and loadout of Piles and Jackets of the FengMiao (FM1) Project.

In April 2026, the FengMiao Project successfully achieved key fabrication and load-out milestones. The Piles were loaded out on April 11, followed by the completion and loadout of the Jacket structures on April 22. The total fabricated and loadout structural weight exceeded 8,000 tonnes, all delivered safely, with high quality and ahead of schedule.

Originally planned for an 11-month execution period, the fabrication and loadout of the Jacket and Piles were completed one month ahead of schedule, demonstrating the strong execution capability of the SEMCO–PTSC consortium, supported by the Employer and effective coordination among all contractors and partners.

Throughout the project, construction activities were carried out continuously, including during the Lunar New Year period, with more than 200 workers, engineers, and supervisors working around the clock on site to maintain steady progress and ensure timely delivery.

To date, the Project has achieved over 2.4 million LTI-free safe man-hours and reached more than 95% overall EPC progress, reflecting strong performance in safety, quality, and project execution.

Speaking at the ceremony, the consortium representative, Mr. Dang Minh Hai, Project Manager, emphasized the significance of this milestone:

“This milestone represents a significant achievement and strongly demonstrates the project execution capability of the SEMCO - PTSC Consortium, along with the continuous support from the Employer and the effective coordination among all contractors and partners.”

He further highlighted the technical significance of the achievement:

“The Feng Miao 1 jacket is currently the deepest HVAC offshore substation jacket in the world, making this achievement even more meaningful and remarkable.”

Speaking at the ceremony, the Employer’s representative, Mr. Karl Gebrael, highlighted the deeper meaning behind the achievement:

“What we have achieved is more than steel and structures. It reflects humility, respect for the work, and strong teamwork.
What stands out is not only the technical capability, but the strong safety mindset and teamwork of the Vietnamese workforce – ensuring that every achievement is delivered safely.”

He described the milestone as the result of “many small miracles” – transforming raw materials into world-class offshore structures, ensuring that everyone returns home safely, and delivering the project ahead of schedule. He also emphasized that while this milestone is significant, the project continues and requires the same level of commitment in the next phases.

Following this milestone, the Project will continue into the completion and commissioning phase of the offshore substation ( approximately 3,500 tonnes), targeting offshore installation in July 2026. It is therefore essential that all parties maintain strong focus, discipline, and above all, the highest standards of safety in executing the remaining scope.

The ceremony concluded with a reward and recognition program, along with a lucky draw, to acknowledge the achievements of the direct workforce and stakeholders in maintaining a safe working environment.

Building on this milestone, the SEMCO–PTSC M&C consortium continues to strengthen its position as a trusted EPC contractor for offshore wind projects in Taiwan and globally. Leveraging proven execution capability, strong local expertise, and international collaboration, the consortium is well-positioned to deliver complex offshore substations and related infrastructure with high standards of safety, quality, and schedule, contributing to the growth of the global offshore wind industry.
