Load-out ceremony of MLS Jacket in Brunei

On 16 July 2015, PTSC M&C in coordination with Total E&P Borneo B.V (TEPB) hosted the load-out ceremony for the Maharaja Lela South (MLS) Jacket at the Muara fabrication yard operated by PetroleumBrunei Services (PB Services). 

PTSC M&C clinched the MLS contract through international competitive bidding. The contract for provision of detailed engineering, procurement, construction, hook-up and commissioning services (EPCC) was signed between PTSC M&C and TEPB on 12 February 2014 in Brunei. The jacket was fabricated at the Muara yard over one year as part of the ongoing, requiring around 500,000 man hours of work.

At the event, Mr. Yves Grosjean, General Manager of TEPB acknowledged: “PTSC M&C had never worked in Brunei before, and they had never worked for Total anywhere in the world either. But despite all the difficulties, the various HSE Management systems to be harmonized, the work procedures to be coordinated, the language barriers, they have completed the work without a single LTI, with the required quality and within schedule.”

Dr. Dong Xuan Thang, PTSC M&C’s Chairman and Director also emphasized that during project execution, PTSC M&C in coordination with TEPB and PB Services had successfully conducted various advanced training courses for welders, scaffolders,...The average involvement of local employees in the project reached more than 50%, the local content achieved in the project accounts for 53% of the total contract value. These percentages had affirmed great competence of Brunei’s companies and manpower, he added.  

 

MLS Jacket load-out ceremony  

Having recognized the contribution of involved parties to the MLS project, Minister of Energy at the Prime Minister’s Office, Pehin Datu Singamanteri Colonel (Rtd) Dato Seri Setia (Dr) Awang Haji Mohammad Yasmin bin Haji Umar stated “On behalf of the Government of His Majesty the Sultan and Yang Di-Pertuan of Negara Brunei Darussalam, I would like to congratulate all involved in this fabrication project for a job well done. I would like to thank the main contractor, PTSC M&C of Vietnam, for their confidence in having the works carried out at this fabrication yard – and in the process, opening wider opportunities for involvement by our local companies and workforce.”

MLS is the second project PTSC M&C won from international competitive bidding in the years 2013 and 2014, followed by the wining of Heera Redevelopment project (HRD) built for ONGC/AFCONS in India. The Project not only helps sustain the company’s business but also plays a vital role in enhancing the cooperative relationship amongst Vietnamese and Brunei enterprises as well as fostering the strategic partnership between the two countries.
