PTSC M&C INKS HEERA REDEVELOPMENT (HRD) PROCESS PLATFORM CONTRACT

(15/4/2013)

It was on 15 April 2013 that PTSC M&C completed the final round of negotiation for its related work - scope in the HRD (Heera Redevelopment) Process Platform Project.

After more than 8 months of intensive work, this distinctive feat was made possible thanks to the dedicated efforts extended by the joint bidding teams and the intense involvement of AFCONS and PTSC M&C’s managements right from the very first start of the Project. The official contract signing ceremony was hosted on 29 May 2013 with the attendance and witness of high ranking officers from Vietnamese Government, PetroVietnam, and other oil and gas operators/partners in the country and in the region.

HRD Process Platform is amongst diversified development activities of the state - owned Oil & Natural Gas Corporation (ONGC) in Heera field situated 70km south - west of Mumbai city and 140km south - east of Mumbai High at an average water depth of 50 meters. PTSC M&C work - scope in the project includes the procurement of bulk items and fabrication of the Heera Topsides weighing approximately 8,500 tons.

Technically speaking, HRD is a challenging project with schedule constraint (17 months for procurement and construction) plus stringent construction requirements and standards, i.e. carrying out String test method at PTSC M&C’s fabrication site, applying fl oat - over method for topsides installation. In order to preserve the quality and schedule of the Project, PTSC M&C shall utilize its existing fabrication yard, take advantages of advanced technology, as well as mobilize an experienced and competent resource of workers and engineers. In addition, one of its three skid - ways that can accommodate a 25,000 - ton - object will be also used for loading out the topsides of this Project. This skid - way is currently the biggest skid - ways ever built in Vietnam and mostly used to accommodate super heavy objects of oil and gas projects.

It is emphasized by PTSC M&C’s management that having successfully completed the HRD Project is not only PTSC M&C’s great accomplishment which underscores its competence on a regional scale but also scan the horizon with a greater sense of confidence in the capability of Vietnamese local EPC/ EPCI contractors.
