First Class Labour Medal Award and the HRD Process Platform Load-out & Hand-over Ceremony


On 29 November 2014, PetroVietnam Technical Services Corporation (PTSC) hosted the First Class Labour Medal Award and the HRD Process Platform Load-out & Hand-over Ceremony at its fabrication in Vung Tau City, Vietnam. 

HRD Process Platform project – A successful overseas venture 

HRD Process Platform project is amongst diversified development activities of the Indian state - owned Oil & Natural Gas Corporation (ONGC) in Heera field situated 70 km south-west of Mumbai city and 140 km south-east of Mumbai High at an average water depth of 50 meters. In April 2013, PTSC M&C – a subsidiary of PTSC was contracted by AFCONS Infrastructure the work - scope including the procurement of bulk items and fabrication of the Topsides weighing approximately 8,400 tons of the HRD Process Platform. AFCONS Infrastructure - an Indian base contractor is Leader of the Consortium including AFCONS - TECHNIP - THHE who won the HRD project over other bidding groups of contractors.

HRD has been proved to be a technically challenging project with schedule constraint and stringent construction requirements, i.e. carrying out String test method at PTSC M&C’s fabrication site, applying float - over method for topsides installation. In order to preserve the quality and schedule of the Project, PTSC M&C has utilized its existing fabrication yard, taken advantages of advanced technology, as well as mobilized an experienced and competent resource of workers and engineers to diligently execute the Project. The unflinching leadership of both companies’ management, coupled with the employees’ dedication has till date enabled this mentioned project to be progressed on track and under the safe-manner achieving more than 3.5 million working man-hours free of lost time incidents, and now ready for load-out and hand-over as scheduled.

The winning and successful delivery of the HRD project has not only underscored PTSC/PTSC M&C’s competence on a regional scale but also scanned the horizon with a greater sense of confidence in the capability of Vietnamese local EPC/EPCI contractors, said Mr. Phan Thanh Tung – President and CEO of PTSC.

Mr. K. Subrahmanian – AFCONS’s Vice President also stated that “as Head of the family of AFCONS, I am happy that our first venture with Vietnamese company PTSC M&C has gone off very successfully in terms of maintaining schedule and quality completion of the project. In spite of slippages occurring, PTSC M&C has demonstrated their efforts and completed the project on schedule”.

First Class Labour Medal – A noble award to PTSC M&C 

In recognition of its outstanding business results as well as its constructive contribution to the country development, The President of the Socialist Republic of Vietnam approved the decision to award PTSC M&C with the First Class Labour Medal on 7 November 2014. And the event on 29 November 2014 was hosted in PTSC/PTSC M&C’s honor of official receipt of this prestigious award with the witness of Mr. Hoang Trung Hai – Member of the Party Central Committee and Deputy Prime Minister of S.R of Vietnam, high ranking officers from Consulate General of India in Vietnam, Ministries, Ministerial-level agencies, People’s Council and People’s Committee of Ba Ria-Vung Tau province, PetroVietnam, Oil and Natural Gas Corporation (ONGC), AFCONS Infrastructure, as well as other local and regional oil and gas clients and partners.

Delivering his speech at the ceremony, Mr. Deputy Prime Minister highlighted that this noble award would fuel the entire staffs of PTSC M&C/PTSC and PetroVietnam with encouragement to keep on with their good work, stay strong and make firm steps as well as continue being the success driven factor in national plan of industrialization, modernization, and national sovereignty protection.

PTSC at a glance

At the present, PTSC core business ranges across 6 sectors, comprising of Marine Services, EPC/EPCIC services, Production services (FPSO/FSO); Transportation & Installation (T&I), Hook up and Commissioning (HUC), Operation & Maintenance services (O&M) services; Supply Base services, Port and Logistics services; Geographic & 2D/3D Seismic Surveys.
